However, affordability and access are highly complex issues that lend themselves to different perspectives and questions about the most strategic approaches to filling gaps. Three-quarters of the states are focused on budget matters; many are facing deficits and considering spending cuts and reconsidering giving incentives. Illinois and Pennsylvania still have not finalized the budget process from last summer and several states are seeing revenue shortfalls force immediate spending cuts that affect programs performed and/or supported by nonprofits and foundations.
