Organizational Overview: 

Cook Inlet Council on Drug and Alcohol Abuse (CICADA) seeks a compassionate and collaborative leader to serve as its next Executive Director. The Executive Director leads an experienced team of counselors and clinicians dedicated to CICADA’s mission to treat alcohol and drug addiction on Alaska’s Kenai Peninsula.

CICADA offers prevention strategies, clinically proficient treatment, family intervention, and referral services. The ideal candidate for this position will share CICADA’s commitment to guiding our clients through the recovery process and reintegrating them into the community free from the stigma associated with substance abuse.

CICADA is a grant driven organization with a budget in excess of $1M annually and a staff of at least a dozen experienced counselors and clinicians. CICADA seeks a leader with the experience to help define the organization’s new strategic priorities and maintain its current strong financial stability, while coordinating the efforts of staff and board to execute its vision and mission to approach chemical dependency as a treatable disease.

Role Responsibilities: 

Specific responsibilities of the Executive Director include, but are not limited to:

  • Maintain the operation of all CICADA programs in accordance with the State of Alaska and the Commission on Accreditation of Rehabilitation Facilities (CARF), and other applicable funding sources standards and guidelines
  • Oversee grant submissions and other funding requests in a timely manner
  • Oversee fiscal management and fiscal policies and procedures to ensure the agency remains in a sound financial position
  • Maintain awareness and compliance with all terms and conditions of contracts, licenses, leases and agreements that involve the operation and maintenance of CICADA
  • Working with staff, ensure programs and services are appropriate and consistent with organizational priorities and mission
  • Direct human resource activities to accomplish organization goals and objectives through effective recruiting, hiring, evaluation, training, development, and retention strategies
  • Promote and maintain cooperative, professional relationships with other community service providers and agencies
  • Work with Board of Directors to develop policies and procedures necessary to address future growth and development of CICADA, changes on legal requirements, and new social issues
  • Promote competency, quality, and the highest ethical standards throughout the organization
Candidate Qualifications: 

A Bachelor’s Degree in human service field, business administration or public administration is required. A Master’s Degree is preferred, though experience, education and capabilities in the field of substance abuse treatment will be taken into consideration. While no one candidate will embody all the qualifications enumerated below, the ideal candidate will possess many of the following professional and personal abilities, attributes and experiences:

  • At least 5 years of progressively increasing senior organization leadership experience
  • A team-building, empowering leadership style with a track record of building and maintaining strong working relationships with staff, clients and external stakeholders
  • A strong financial understanding and management or oversight of a comparably sized budget and staff, with experience in overseeing internal controls and financial reporting systems
  • Grant writing and contract management experience
  • Experience in treating substance abuse from a recovery perspective with compassion for clients experiencing co-occurring disorders
  • High self-initiative with an ability to exercise prudent, collaborative decision-making and produce results while effectively communicating with the Board
  • An understanding of image building, marketing, and external relations
  • A compassionate professional who is approachable and possesses a spirit of warmth, humility, and high emotional intelligence
  • A creative and innovative problem solver with flexibility and vision to recognize industry trends, anticipate community needs and act on opportunities
  • An appreciation for and cultural fit with a mid-size Alaskan community
