Founded in 2007 by former Senate Majority Leaders Howard Baker, Tom Daschle, Bob Dole and George Mitchell, the Bipartisan Policy Center (BPC) is a nonprofit organization that drives principled solutions through rigorous analysis, reasoned negotiation and respectful dialogue. With projects in multiple issue areas, BPC combines politically-balanced policymaking with strong, proactive advocacy and outreach.
Its Healthy Congress Index provides metrics for evaluating Congress’s ability to effectively legislate and govern. It compares results against past Congresses and will be updated on a quarterly basis. The index represents a new, long-term effort to bring accountability to Congress and answer the question: how is Congress governing? The key measures of the index include: the number of days Congress spent on legislative business; how open the Senate was to debate and amendments; and how effectively the Congress followed regular order by allowing a substantial committee process, robust floor debate and resolving of House and Senate differences in conference committees.
