Position Information
With a mission to empower the North Olympic Peninsula to pursue and invest in its own economic and environmental destiny, the North Olympic Peninsula Resource Conservation & Development Council (NODC) is the regional Economic Development District for Clallam and Jefferson counties. Located on the beautiful Olympic Peninsula of Washington State, NODC works to develop a thriving, resilient region by producing a comprehensive economic development strategy (CEDS), convening discussions and planning responses to regional issues such as climate change and energy resilience, supporting economic development in key sectors and implementing collaborative projects.
The majority of NODC’s budget comes from federal and state grants, requiring careful financial management, procurement and reporting to adhere to contractual and regulatory requirements. NODC is a partner in the North Olympic Peninsula Recompete Coalition, which is one of only 6 applicants in the country to receive a 5-year, $35 million grant award from the Economic Development Administration’s Recompete Pilot Program. NODC is managing the Tribes and Underserved Communities project within the regional Recompete effort and will be making sub-awards totaling $7.25 million to the Jamestown S’Klallam, Lower Elwha Klallam, Makah, Quileute and Hoh Tribes and the City of Forks. This will significantly increase the administrative and compliance burden, requiring creation of this new grant administration position.
The Grant Administrator works with the Executive Director on financial, administrative and compliance management for all of NODC’s grants and contracts, including monitoring compliance for Recompete sub-awards.
The ideal candidate is passionate about making a difference in Tribal and rural communities and brings significant grant administration and compliance experience. Experience working with Tribes, rural governments and small non-profit organizations would be especially helpful. The position requires excellent financial management skills and exceptional attention to detail. Deep familiarity with 2 CFR Part 200 is required. Demonstrated experience with federal grant reporting, procurement and single audit standards is required. Must have the ability to work independently and thrive in a rapidly changing environment, working collaboratively and respectfully with people from a diverse variety of backgrounds and experiences.
Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may be assigned at any time with or without notice.
- Work with Executive Director to monitor financial, procurement and program compliance on all state and federal grants and contracts.
- Work with NODC’s outside accountants, Executive Director and program staff to prepare financial and program reports for grants and contracts.
- Provide support and guidance to Recompete sub-recipients (Jamestown S’Klallam Tribe, Lower Elwha Klallam Tribe, Makah Tribe, Quileute Tribe, Hoh Tribe and City of Forks) to ensure compliance with sub-award terms, reporting deadlines, Recompete guidelines and federal regulations.
- Assist with NODC financial management duties as needed to ensure required segregation of duties in a small organization.
- Assist with preparation for NODC’s annual audit and single audit.
- Assist with annual review of NODC financial policies and procedures to ensure ongoing compliance with federal regulations.
- Participate in NODC staff meetings and provide support for other projects as requested.
Required Qualifications
- Bachelor’s degree in accounting, business administration or related field.
- Minimum of 3 years professional experience in federal grant and contract administration, procurement and reporting with Tribal, government, or nonprofit organizations.
- Cultural sensitivity and ability to work with and relate to people with a wide variety of backgrounds, education and experiences.
- Excellent communication ability in written and spoken English.
- Proficient in use of computers, including email, word processing, spreadsheet and financial management software; familiarity with Apple platform preferred.
- Must live in Jefferson or Clallam County, Washington, or be willing to relocate
Preferred Qualifications
- 5 years professional experience federal grant and contract administration, procurement and reporting with Tribal, government, or nonprofit organizations.
- Experience working in a rural area and/or for a small non-profit organization.
