Job Summary:

The Sr. Manager, Housing Stability is responsible for leading the United Way of King County Eviction Prevention Portfolio. The position leads our Rental Assistance and Youth Diversion Infrastructure Project (YDIP) Programs. It is responsible for stewarding programs, policies, and grants that reduce eviction, increasing access to rental assistance, and reducing racial disparities.  The position has primary responsibility for the development and execution of Rental Assistance and emerging Eviction Prevention programs in the City of Seattle and greater King County. The position centers racial equity in the department’s programs and practice and with the guidance of the Director, Financial and Housing Stability.

This position provides strategic direction to two direct reports, 4+ indirect reports, an AmeriCorps member, and a portfolio of agency partners. The Sr. Manager is responsible for providing high quality, culturally relevant services to thousands of low-income people facing housing instability each year. This position works closely with the Director, local governments, philanthropic funders, and community-based organizations. It also works closely with internal stakeholders to manage grant compliance activities and ensure efficient systems for programs and staff. This position serves in a leadership role on the Ending Homelessness and Poverty team and proactively collaborates with the broader Community Services Team at United Way of King County.

Compensation:.

The pay range for this job is $83,155 - $85,343.

Essential Duties:

Program Implementation:

This position is responsible for driving service delivery outcomes across the Rental Assistance, YDIP, and homelessness prevention programs. This is a hands-on leadership opportunity to deeply engage in the operations of multiple programs.

  • Leads program implementation to increase access to rental assistance by leveraging local, state, and federal funds.
  • Leads $6Million King County Emergency Rental Assistance Program and $290K YDIP program with a focus on ensuring equity and program compliance
  • Develops and manages innovative rental assistance and housing stability solutions as funding guidelines evolve.
  • Guides team in increasing access for marginalized communities to housing stability programs.

Strategy and Planning:

This position carries out the following duties in alignment with organizational priorities, goals, and values:

  • Provides strategic vision to test, pilot, and scale programs and grant making strategies that reduce housing instability for thousands of people annually and reduce racial disparities.
  • Leads team in developing strategies to provide direct assistance to clients, center the needs and voices of clients (especially BIPOC communities), and fully integrate racial equity into policies, programs, and practices.
  • Builds relationships with current and potential grantees and community partners; proactively develops partnerships with BIPOC-led organizations.
  • Cultivates relationships with funders and government partners.
  • Sets performance targets and racial equity goals. Mobilizes the people, partners, and systems to achieve equitable outcomes.
  • Researches new strategies, policies, and best practices to address poverty, housing instability, and racial inequities in the social safety-net.
  • Oversees analysis of data, interpretation of best practices, and evaluation of programs and grants.

Budget Management and Operations:

  • Manages ever-changing budget in conjunction with the City of Seattle, King County, WA State, and private funders (currently standing at $6M+), 2+ full time employees, 4+ Rental Assistance Specialists, and partnerships with 8+ subcontracting community-based organizations.
  • Strengthens internal partnerships: Acts as a liaison between HR, Finance, Development, Brand, and IT to build mutually beneficial policies and practices. Develop cross-team partnerships within the Community Services Team.
  • Provides onboarding, coaching, and support to staff. Works with HR to navigate challenging issues with seasonal staff and national service members.
  • Partners with UWKC Development and Brand departments to steward relationships with individual donors and foundations. Identify public and private grant opportunities to support programs.
  • Leads invoicing, reporting, and compliance efforts for broader program. Attention to detail and the ability to create strong systems is essential to ensure program compliance with local, state, and federal guidelines.

Public Awareness and Public Policy:

  • Serves as content expert and spokesperson.
  • Partners with the Director, Financial and Housing Stability and the Director of Public Policy and Systems Change to influence legislative and administrative policies at local, state, and federal levels to reduce homelessness, prevent eviction, address systemic racism, and scale effective solutions.

  • Demonstrated understanding of social and racial justice and equity, with a proven commitment to apply racial and economic justice lenses in both personal and workplace contexts.
  • Lived experience and/or demonstrated professional skills working within a diverse work environment.
  • Proven experience managing, implementing, and scaling social service programs.
  • Proven expertise in housing stability programs including understandings of the local context and best practices
  • Demonstrated ability to manage complex relationships with wide range of agency and external employees, ranging from front-line employees to executive-level leaders.
  • Demonstrated ability to manage complex grants, including federal grants, and support teams in maintaining compliance.
  • Demonstrated ability to develop and implement strategies that reduce racial disparities through housing stability programs.
  • Proven ability to assign project deliverables and hold teams accountable for the completion of assigned deliverables.
  • Demonstrated ability to “manage up” to both internal and external stakeholders.
  • Demonstrated ability to navigate ambiguity and change and bring order in the face of uncertainty
  • Excellent attention to detail and demonstrated ability to create efficient and effective systems
  • Demonstrated ability to remain collaborative and results-driven in the face of obstacles and adversity.
  • Strong verbal and written communication and presentation skills.
  • Demonstrated ability to work in a fast-paced environment with a high level of accuracy and attention to detail.
  • Intermediate proficiency with Microsoft Office and ability to quickly adapt to new technology.
  • Excellent attention to detail and organizational skills.

Candidate Qualifications: 

Education and/or Experience:

Bachelor’s Degree or equivalent combination of education, training or experience is required.  Must have five years’ progressively responsible experience in human service management with demonstrated success in program management, evaluation, project management, and racial equity work. Prior knowledge of housing instability and eviction prevention initiatives required.
